With this objective in mind, the visionary Dr. Homi Jehangir Bhabha set up the prestigious BARC Training School in the year 1956 as a center for in-house training of professionals, for developing highly skilled manpower, thus ensuring that the country becomes self-reliant and self-sustaining in the field of Nuclear Science and Technology.

Recruitment of Scientific Officers (Scientists and Engineers) is through two major programmes – OCES and DGFS, conducted by the BARC Training Schools and also through the Dr. K.S. Krishnan Research Associateship (KSKRA) programme.

For certain specialized areas listed below, direct recruitment is also done through open advertisements in leading newspapers for the post of Technical Officer (C) or higher whenever vacancies arise.

OCES is the flagship programme of the BARC Training Schools for Engineering Graduates and Science Post-Graduates.
TRAINING OBJECTIVES


The Training Programme aims to ensure, that the Trainee Scientific Officers (TSOs) are provided with the necessary facilities and opportunities to acquire knowledge and develop skills in R&D pertaining to Nuclear Science & Technology as well as specialized knowledge in their own disciplines. The course comprises foundation, core, advanced and elective courses in several disciplines. 

The course work is organized into three Semesters and is completed in one year commencing on 1st August every year. The course work comprises classroom lectures, practical training and project work. Evaluation on a continuous basis is carried out by way of examinations and assignments.

Performance above a specified threshold at the Training School would entitle TSOs to a Post-Graduate Diploma or could earn them credits towards M.Tech. / M.Phil. / Ph.D. programmes of the Homi Bhabha National Institute, a Deemed to be University. 

More than 7000 officers have graduated from the BARC Training Schools since their inception.


Training Schools 
The OCES Programmes are conducted at  BARC Training Schools at the locations listed below  

  • BARC Training School at Mumbai    
    - Engineering Design , Development , Operation and Maintenance of Nuclear reactors.      
    - Research in frontier areas of Engineering and Basic Sciences

  • BARC Training School at Indira Gandhi Centre for Atomic Research (IGCAR), Kalpakkam
    - R&D and Engineering related to Fast Breeder Reactors. 
    - Research in frontier areas of Engineering and Basic Sciences. 
  • BARC Training School at Raja Ramanna Centre for Advanced Technology(RRCAT), Indore
    - R&D and Engineering related to Lasers, Aaccelerator, Plasma Physics, Cryogenics and Superconductivity .
  • BARC Training School at Nuclear Fuel Complex, Hyderabad
    - Operation & Maintenance and Engineering related to Nuclear Fuel Facilities. 
    - Process development, design, engineering, construction, operation and maintenance of   plants for production of heavy water to support our nuclear power programme.
  • Atomic Minerals Directorate for Exploration and Research (AMD), Hyderabad
    - Exploration Techniques for Uranium and other Atomic Minerals and related R&D activities.
SUCCESSFUL COMPLETION AND PLACEMENT
A TSO who scores a minimum of 50% aggregate marks on completion of the Training Programme is declared to have passed the course successfully. Successful TSO will be posted as Scientific Officers ‘C’ in one of the DAE units.

Posting of a successful OCES TSO to a DAE unit is done on the basis of merit at the end of the OCES programme. A small number of TSO are also posted at other units under the Atomic Energy Commission/Department of Atomic Energy or the Atomic Energy Regulatory Board (AERB).

Many young professionals like to start their careers only after acquiring an advanced degree. To attract such individuals, DGFS was initiated for inducting engineers at M.Tech. / M. Chem. Engg. level in collaboration with the following national institutes :IIT-Bombay, IIT-Delhi, IIT-Guwahati, IIT-Kanpur, IIT-Kharagpur, IIT-Madras, IIT-Roorkee, IIT(BHU)-Varanasi, NIT-Rourkela and ICT-Mumbai. The scheme also strengthens the research-education linkage with premier institutes of the country in areas of interest to DAE.
Selection : Under this scheme, Engineering Graduates and Physics Post-Graduates who have excelled in the Selection Interviews for the BARC Training Schools programme and who also have secured admission for M.Tech. / M. Chem. Engg. in select institutes and specializations (listed in Table below), are encouraged to pursue their M.Tech. / M. Chem. Engg. degrees while retaining their employment in DAE.

After successful completion of the one-year course work at the DGFS-institute, DGFS Fellows undertake project work, which is assigned and supervised jointly by a DAE and a DGFS-institute guide. The topic of the M. Tech. / M. Chem. Engg. project is chosen by the DAE guide based on the requirements of DAE. On successful completion of M.Tech. / M. Chem. Engg., DGFS Fellows are inducteded as Scientific Officers in DAE. On joining, they are required to undertake a four-month Orientation Course (OCDF) at the BARC Training School prior to commencing work in their respective workplaces.

The DGFS fellows are enrolled and posted in one of the following units of DAE:
a) BARC, Mumbai
b) IGCAR, Kalpakkam
c) RRCAT, Indore.

Four-Month Orientation Course for DGFS Fellows (OCDF): Several areas of interest to DAE do not form part of the M.Tech. / M.Chem.Engg. curriculum. To provide exposure to such areas, DGFS Fellows undertake a four months Orientation Course at the BARC Training School, Mumbai after successful completion of their M.Tech. / M.Chem.Engg. programmes. They are then absorbed in DAE as Scientific Officers.
Posting of a DGFS fellow to a DAE unit is done at the beginning of the M.Tech. / M.Chem.Engg. programme.
Selected candidatesare required to execute an agreement and a personal Indemnity Bond to serve DAE or AERB for at least three years after completion of training.Indemnity Bond is for Rs. 2,45,000/- for OCES TSO and Rs.5,05,000/- for DGFS Fellows.  No third party surety is required.

20 researchers are absorbed every year under this scheme. The scheme awards a stipend of Rs.20,000/- + benefits for a maximum period of 2 years. The Associateship is available in broad disciplines of Engineering, Chemical Sciences, Physical Sciences and Bio Sciences.



ELIGIBILITY CRITERIA for KSKRA

A: Minimum Educational Qualification and Experience for KSKRA :

i)
For Engineers: Ph.D. degree in Engineering (Those who have submitted thesis for Ph.D. may also apply)
or
 Master's degree in Engineering (M.Tech./ M.E./M.S.) with a minimum of 2-year R&D experience after obtaining M.Tech./M.E./M.S. degree.
ii) For Scientists: Ph.D. degree in Science (Those who have submitted Ph.D. thesis may also apply).
All candidates must have a First Class at either Masters or Bachelors level.
All candidates must provide a list of publications in support of their R&D experience.
:Nationality/Age for KSKRA : 
Indian nationals who are not more than 32 years as on 1st January in the year of the application.

The age criterion is relaxable by 5 years for SC/ ST candidates and 3 years for OBC candidates.

The SC/ ST/ OBC certificate should be as per the prescribed format. Physically challenge persons are eligible for age relaxation of 5 years.



SELECTION AND APPOINTMENT for KSKRA

The selected candidates would be appointed as KSKRA for an initial period of one year, which is extendable by one more year based on performance during the first year. KSKRAs would be paid a monthly stipend of Rs. 20,000/- + benefits. Those candidates who have submitted their Ph.D. thesis but are yet to receive their Ph.D. degree, if found suitable by the interview committee in view of their expertise and academic record, would be first designated as Research Associate (RA) and paid a stipend of Rs.16,000/- per month. On completion of their Ph.D. and on obtaining a provisional certificate, they would be designated as KSKRAs and paid a stipend of Rs.20,000/- per month. For all other benefits, their date of joining as RA will be treated as the date of joining KSKRA Scheme. In addition to this, an amount Rs.10,000/- per year would be disbursed as Educational Material Allowance. Associates will be provided Hostel accommodation, medical and leave benefits during their Associateship.


CAREER DEVELOPMENT for KSKRA


Anytime during their second year of Associateship, subject to satisfactory performance as evaluated by the concerned DAE unit, KSKRAs can be appointed as Scientific Officers/ Engineers-D in the Pay Band-3 (PB-3) (Rs.15,600-39,100) plus Grade Pay (GP) Rs.6,600/- with additional increments depending upon the candidate’s qualification, experience and performance. Exceptionally brilliant candidates with excellent track record in advanced technologies and having a Ph.D. may be considered for the post of Scientific Officer/ Engineer-E in PB-3 with a higher Grade Pay of Rs.7,600/-. In addition benefits under Performance Related Incentive Scheme (PRIS) as applicable to the Scientists and Engineers in DAE will also be provided as per entitlement.

Total starting emoluments including Incentives and Allowances at the time of absorption in a Class-A1 city as on 01.01.2009 are more than Rs. 50,000/- for Scientific Officer/Engineer-D and Rs. 54,000/- for Scientific Officer/Engineer-E.
