Notice for allotment of seats by personal appearance (counselling) for admission to Post –Graduate Medical (Degree and Diploma) in Modern Medicine and Post - Graduate Degree in Dental Sciences under the ‘West Bengal University of Health Sciences’, Kolkata

Counselling for selection of candidates for admission

1. Admission to different Post Graduate Medical Courses under the WBUHS will be made through personal appearance (counselling) strictly according to the time schedule published in this notice. For personal appearance, a candidate will be called in order of his/her merit position of the published Merit List and also taking into consideration the reservation policy of the Govt. of West Bengal as regard to SC, ST & PC.

2. For Post Graduate Course at AIIH & PH seats shall be reserved for SC, ST & OBC candidates as per Govt. of India order. One “Open category seat” in MD (Community Medicine) at AIIH & PH is reserved for OBC candidates.

3. The seat allotment will be based on 100 and 200-point roster as following. Calling will be done according to combined merit list. For 2012, calling will start  according to roster just after  the position where it ended in 2011.

During calling of roster for SC position, priorities will be SC, then ST.  For ST position the priorities will be ST, then SC. For PC position, if PC is not available, the seat be declared unreserved. For unreserved position in roster, candidates securing highest position in the combined merit list among unallocated candidates will be called irrespective of “ Status” (GEN/OBC/SC/ST/PC While following 100 point roster General and OBC candidates will be treated under ‘unreserved’ category of roster. OBC candidates are required to bring recent certificate [issued not before 1st May, 2009] for admission in the DIH/DPH/DMCW/MPH course and MD (Community Medicine) reserved for OBC candidates at AIIH & PH.

4. The final merit list will be available at the www.thewbuhs.in / www.thewbuhs.net   before counselling. No information will be sent to individual candidates in this regard.

5.  All candidates who will participate in the counselling should deposit ‘Counselling Fee’ of Rs. 2,000/- only by means of crossed Demand Draft(s)/Bankers Cheque in favour of “The West Bengal University of Health Sciences” payable at Kolkata on the day of the counselling. Falling of which she / he will not be allowed to appear in the counselling.

6. 2 (two) seats (one in MD Radiodiagnosis and other in MS General Surgery at IPGME & R are reserved for RBSCK Trust. One seat in MS Orthopedic at NRS Medical College is reserved as per verdict of writ petition no. 14091(W) of 2010 from service quota.

7.  A candidate will have to appear in person before the selection committee on the date of counselling; otherwise he / she will be marked absent and his/ her candidature will stand cancelled. However, only in exceptional cases if a candidate is unable to appear in person on the day of counselling, she/he may send her/his authorized representative with an application to the Pro. Vice – Chancellor mentioning reasons along with duly filled-up undertaking and authority letter as per proforma enclosed. After prior permission from the authority of the WBUHS she/he may be allowed to appear for counselling. The allotment made to the authorized representative shall be binding on the candidate.

8. The candidate appearing for counselling will have to bring the following documents in original along with attested copies of all relevant documents:
(i) WBPGMAT/WBPGDAT Admit Card, (ii) MBBS/BDS Degree original /  Provisional passing certificate, (iii)Internship completion certificate, (iv) Permanent/ Provisional Registration Certificate issued by MCI/ State Medical Council, (v) School leaving certificate as proof of age, (vi)Sponsorship for availing of the West Bengal Government sponsored seats, (vii) PC certificate (issued from IPGME &R)/ SC / ST certificate, (viii)(a) Course completion certificate from the Principal/Director of the Institution those who are pursuing any PG Course for ‘open’ category candidates and (b) Relevant certificate from competent authority for Govt. sponsored candidates who are pursuing any PG course as per provision of WBMES – WBHS - WBPHAS (Placement on Trainee Reserve) Rules 2008  (ix) Admission slip for those who have been offer seats during All India Counselling (if any) and  (x) Any other relevant document.

In case, the original documents are retained by any medical Institutions, the Principal/Director /Dean  of the Institution is required to certify that the documents are in the custody of the said institute.
Candidates will be allowed to appear in the counselling with such certificate, but must produce the ‘Originals’ during admission to the respective institutions.
Candidates without original documents shall not be allowed to get admitted in the respective institutions.

9. The number of seats available for allotment in different Institutions, with their discipline – wise break-up, shall be displayed at the venue of counselling and updated on day-to-day basis during the process of counselling. Information in this regard may be available in the websites, www.thewbuhs.in and www.thewbuhs.net  before counselling. Stipends, fee structure etc. may vary from Institution to Institution. Some seats may be non – stipendiary.  Seats permitted by MCI U/S 10(2) will be indicated by “P”. For latest information candidates are advised to visit http://mciindia.org

10. The candidates will have the right to choose any one of the available seats at his/ her rank at that point of time and the same will be allotted to him/ her.

11. The allotment once made will be firm and final. Change of course/ discipline/ Institution is not permitted in any circumstances.

12. The 1st year and 2nd year Post Graduate Student (Degree) & 1st year P.G.(Diploma) student should resign on spot, if he/she wants to accept seat in this counselling after observing all formalities as laid down in the appropriate Govt. Rule / Order. Moreover, the candidates should produce a “no objection” certificate from the Principal/Director for participating in the counselling.

13. Candidate who is offered a seat in PG course during the counselling to be held between 30th April & 5th May 2012 should admit himself / herself in allotted institution within stipulated time (as mentioned in the offer letter) by paying requisite fees otherwise he/she will not be allowed to appear in the subsequent round of Counselling, if any. The Government order and/ or the court/ MCI directives will be strictly adhered to for this purpose.
Candidate who will decline seat during counselling is entitled to attend next counselling, if any. Candidate who remains absent in the first counselling is not eligible to attend any subsequent counselling.
Candidate who is not accommodated due to non – availability of seat will be eligible for next counselling.    

14. In-service candidate who is sponsored by the Department of Health & Family Welfare Govt. of West Bengal is eligible to apply for admission to the Govt. Service – sponsored  seats. Candidate for the Govt. sponsored seats is  required to produce sponsorship certificate from the competent authority of the Department of Health and Family Welfare , Government of West Bengal before taking entry at the counselling premises and being considered for admission about his/her eligibility in exercising option. Before selecting the discipline, the candidate is requested to be sure that the option exercised must conform the provisions laid down in the WBMES - WBHS - WBPHAS (Placement on Trainee Reserve) Rule 2008 and subsequent orders of the Department of Health & Family Welfare, Government of West Bengal.

15. ‘Physically Challenged’ means ‘Persons with disability’ as defined by MCI for admission to the Medical Course i.e. 50% to 70% disability involving the lower limb(s) only. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotor disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotor disability of lower limbs between 40% to 50% before they are included in the Unreserved candidates. The PC candidates are required to download the relevant form from our Website, fill up and report to the Director, IPGME & R, Kolkata for issuance of the certificate prior to counselling dates.

15. Residual seats, if any, after the completion of counselling of Government – Sponsored candidates will be offered to the “Open Candidates”.

16. All eligible candidates who will appear on the dates of the counselling are required fill up a verification form at the time of entry. Pro-forma is enclosed.

17. Process of counselling will end immediately when seats are booked even if the remaining candidates documents are verified and bank drafts are received. Candidates who are not offered seats will get return of the bank draft.
