Full Time VC At Nagpur University
IN AN interesting petition filed before the High Court. a senate member of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) has sought appointment of a full-time Vice-Chaneellor (V-C) as contemplated under Section 12(5) of the Maharashtra Universities Act and has urged the court to interpret the section which gives Notice to the Chancellor to appoint an eligible person as Vice-Chancellor. According to the petitioner, the Chancellor is duty bound to appoint only eligible candidate which as per rules means an academician with a doctorate, at least 15 years of teaching experience and administrative experience as Vice-Chancellor. Questioning the March 30. 2014 order issued by the Chancellor appointing Divisional Commissioner Anoop Kumar as officiating V-C of RTMNU. the petitionerclaimed that after the rules were framed specifying the qualification of V-C. the Chancellor ought to have appointed an academician who is eligible and suitable to hold the post of V-C. Clarifying that he had nothing personal against any individual including Divisional Commissioner, the petitioner claimed that even the Chancellor can not go beyond the statute and regulations framed the reunder.
A division bench consisting of Justice Bhushan Gavai and Justice Sunil Shukre after a motion hearing issued notices to State Government, its higher and technical education department. Chancellor and present officiating V-C asking them to file reply within two weeks.
Anoop Kumar was appointing following resignation of Dr Vilas Sapkal as V-C of RTMNU following a major row over banning of 250 colleges and his tiff with academic heavy weights and members of statutory bodies.
