RTMNU Students Hitting For Credit Based System (CBS)


WITH the confusion reign supreme regarding facilitating students regarding exempting them From certain rules, allowing them to appear in certain examination. not interpreting various notifications has led lo complications. The Senate meeting of Rashirasant Tukadoji Maharaj Nagpur University (RTMNU) to begin on Thursday may experience boycott or unruly scenes. The students in large number may visit and try to ransack the premises, it is feared.

To remove the confusion certain things are needed to be understood. University has implemented credit based semester pattern from the academic year 2012-13 as per AICTE norms. During the transition period, both the courses namely first year yearly pattern (non credit based system) and old semester Scheme/pattern is in vogue and the whole situation is as follows:
Academic session 2013-14. being the last year when the old non credit based syllabus course will be available to third year students (i.e. V and VI Semester), as per the above Notification N dated September 13. 2013; students who are not eligible for admission to V Semester of Third Year in terms of Ordinance No. 9/1981 or under any other relevant ordinances either because of non-clearance of the earlier examination and/or non-passing of requisite heads of the first year and third and fourth semester of old semester scheme/pattern (non credit based system), or even who have not appeared for old semester/pattern examination were permitted to complete the curriculum in the V and VI semester of the non credit based system in the academic year 2013-14 by taking admission in the college and by completing theory, practical, internal, project (if any) and sessional of the curriculum of the V and VI Semester course. It was also clearly mentioned that the facility of V and VI semester of the non-credit based system will not be available from in any manner form and with effect from the academic session 2014-15. Similar facilities for higher semesters are extended to students as per the details given in the same Notification (13.09.2013). The facility of completing the curriculum Ls granted as per the clauses mentioned in the Notification dated September 12.2013. However, it is made explicitly clear that candidate will only become eligible to appear in the University examinations after acquiring die requisite eligibility as prescribed under the relevant Directions/Ordinances applicable to the course (Ordinance No. 27/2008. 6/2010. ATKT rules etc). Students availed this facility by taking admission and have completed the curriculum (to be certified by Principal*. They are now claiming the they are eligible for examination and should be allowed to appear in the Summer 2014 examination and some students/organisation are also asking for the facility given to other students as per Notification dated March 11. 2014. and regular demonstrations are being faced by the administration.

The following factual position is therefore submitted in regards to the students who took admission as per Notification of September 13. 2013 and students who are given facilities as per Notification dated March II, 2013.
The students who took admission as per Notification dated September 13. 2013 were in fact not eligible for admission or even provisional admission as per Ordinance No. 27/2008 and 6/2010 to the higher class and were given the facility of completing the course curriculum only.
Whereas, die Students who are given facilities as per Notification dated March II. 2014. were eligible for provisional admission as per Ordinance No. 27/2008 and 6/2010 to the higher class and their admission have been regularised after passing in the reassessment.
The students who took admission as per Notification dated September 13. 2013. have appeared in the Winter 2013 examination (First Year. Ill Semester or IV Semester etc. as the case may be) and became eligible for V or higher Semester (as the case may be) examination.
Whereas, the Students who are given facilities as per Notification dated March 11.2014. were deprived of appearing in the V Semester or higher semester examination of Winter 2013 (as the case may be) because of the delay in declaring the reassessment results. The students who took admission as per Notification dated September 13. 2013. therefore are not eligible for the facilities of Notification dated I lth March 2014.
Further. The students who took admission as per Notification dated September 13. 2013 have now become eligible after appearing in the Winter 2014 examination (First Year. III or IV Semester) for examination of V Semester. Thus they have already given one examination in Winter 2014.
The regular odd semester examination of V and VII Semester will be in Winter 2014. and therefore as per the Notification dated September 13, 2013. they would be eligible to appear in Winter 2014 for Vth semester and in Summer 2015 for VI Semester examination. Similar would be the case for students who became eligible for VII and VIII Semester examinations.
