Nagpur University disaffiliates CIIMC courses

The Nagpur University finally took action against Central India Institute of Mass Communication (CIIMC), after TOI on July 19 reported about how it was sleeping over the issue of bogus colleges and courses. Board of College and University (BCUD) director Arvind Chaudhary has disaffiliated as many as 10 courses run by CIIMC on Friday after getting final approval from vice-chancellor Vilas Sapkal.

A copy of Chaudhary's letter given to CIIMC, managed by Sunil Mishra who is one of the convicts of infamous fake marksheet and revaluation scam that rocked NU about a decade back, is in possession of TOI. It clearly stated that affiliation to 10 courses stood cancelled for the academic year 2011-12 as the college failed to renew them after getting permission from the government to start them on June 5, 2006. The college failed to start them in 2006-07 and 2007-08 and therefore the permission given initially for two years has lapsed.

Nagpur University yet to get full-time teachers for its new course

Strange are the ways of the Nagpur University. It takes four years to start a degree course after the sanction, but without any full time teachers. Moreover, it does not hesitate to run the course with 25 visiting faculty and prefers to take pride in the claim that their curriculum is one of the best in the country.

University Grants Commission (UGC) sanctioned the 'Molecular biology and genetic engineering' Masters course to the university way back in August 2007. But the university launched it in the current academic session as a two year four-semester course and yet it does not have a single full time teacher for it. And sadly enough, there are not many takers for the course. Despite a few botany students moving into the new subject, there are only 13 admissions so far out of the sanctioned 30 seats.

Adding to it, the course will basically be run in the botany department, using its infrastructure as the university is yet to sanction the building plan and buy the instrumentation for conducting the course with required quality. However, director of the Board of College and University Department ( BCUD) and botany department head professor Arvind Chaudhary says that it is one of the best courses the university is offering in life sciences with the best possible syllabus and the only credit based course.

Major scam unearthed in SBI main branch

: A major scam worth over Rs 1.35 crore was unearthed some months back in the city's main branch of State Bank of India. An official at the Kingsway branch allegedly siphoned off money from accounts of Non-Resident Indians (NRI) to an account operated by him.


The bank only recently filed a complaint with the Central Bureau of Investigation (CBI), naming as accused a senior official heading the NRI section - Anup Rajurkar. The complaint also names some unknown persons, probably officials from the same branch. Bank sources said the scam may be worth more than what was projected, since full details of transaction are yet to be ascertained.


SBI Kingsway branch's deputy general manager (operations and credit network-III) Dilipkumar Poddar confirmed the development and said Rajurkar has been suspended by the bank ever since the scam broke out. "We've approached the CBI to inquire into the issue since the embezzled amount is over Rs 1 crore. Simultaneously, bank's parallel enquiry is also underway," he told TOI.


He added that since the siphoning of funds was over many years, it was not possible to specify the exact amount and how many officials were involved.


Interestingly, the bank opted to file a complaint with the CBI, and has not yet lodged an FIR against Rajurkar at any police station.


A source in the CBI anti-corruption branch said the possibility of the involvement of other employees can't be ruled out considering the fact that the amount was huge. "Though the misappropriation was detected earlier, the complaint was filed in April against Rajurkar and others. We're probing all aspects. SBI officials estimated the misappropriated funds at Rs 1.35 crores, but the amount may go up as many NRIs had accounts in the bank," he said.


CBI sources said Rajurkar was the only official in the NRI accounts section and allegedly used to provide fake receipts to clients who deposited money. He then transferred those funds into his own accounts. For that purpose, he had activated a dormant account in the name of his relative. He had also procured an ATM card of his relative's account and after siphoning off the money into that account, he used to withdraw it through ATMs.


Bank sources said that the embezzlement was detected last year, but the bank officials deliberately kept the issue under wraps to escape ignominy. Ironically, the accused had gained the trust of all senior officials and no one had suspected he was up to no good. He was also provided with vital security details, like the bank's password, since other senior officials had hardly any knowledge about NRI accounts. The processes in NRI accounts are a bit complicated since money is deposited in currencies other than Indian rupee. Taking undue advantage of the situation, Rajurkar allegedly diverted a fortune worth crores meant to be deposited in NRI accounts.


The issue was kept strictly confidential even after a team of senior officials from SBI branches in Mumbai and Delhi visited the city to enquire into the misappropriation of funds.


Moreover, Rajurkar is also believed to be very close to top BJP office-bearers in the city. So, he also exerted political pressure on SBI not to disclose his name or take any coercive action against him. Rajurkar couldn't be contacted for his comments, however sources added that even the bank wanted to shield its senior officials and therefore did not file a police complaint till date.

Accounting Wizardy


The mastermind in the SBI fraud ensured that all the accounting entries were right when he pocked some money from an account. If a NRI came to create a fixed deposit, he would accept the funds and also issue a fixed deposit receipt. An entry would also be made in the 'nostro' account at Kolkata, where the foreign exchange transactions are recorded.


He later activated a dormant account of one of his kin and slowly the amount received from the NRI was transferred into this account through various entries crediting the sum. This continued over a period time, say sources. Further investigations into the type of entries through which the NRIs' money came to be diverted to other accounts is still under way.

'I will work to highlight UPA govt's feats'

When prime minister Manmohan Singh reshuffled his cabinet earlier this month, Congress president Sonia Gandhi appointed in-tandem city MP and senior leader Vilas Muttemwar as general secretary of the All India Congress Committee the same day. The seven-term MP feels his three-decades of service to the party has been recognised by giving him such an important organisational post which will provide him chance to participate in the party's highest level decision-making body - the Congress Working Committee (CWC). "This new role brings with it new responsibilities and I will work hard to strengthen the party," says Muttemwar in an interview. Excerpts:

Q: What are the tasks before you in the new assignment?
A: For the last few months all the energy in the party has been used in clearing its name as allegations of corruption in cases like 2-G spectrum allocation and Commonwealth Games piled up. No doubt, the government has initiated swift action at the highest level. Top politicians were arrested and are facing legal action. In this melee, the party has not been able to present to the people at large the positive achievements.

For instance, the food security Bill is a huge step forward as a welfare state. It will provide 7kg foodgrains to a person from below poverty line at as cheap a price of 3 a kg of rice and, 2 for wheat and 1 for jowar. This will ensure that no one in the country goes to sleep hungry. The next step will be to strengthen the public distribution system with people's participation. NREGA is now being implemented in every district providing 100 days' employment to a person seeking work. Right to education brought with Soniaji's initiative is a big achievement for the nation. All these positives of the UPA government need to be highlighted and that will be my priority.

Q: There is a perception that you have been given the party post with 2014 election in view when BJP national president Nitin Gadkari is likely to contest from Nagpur?
A: I don't think such equations are ever considered by the party. Moreover, Nagpur Lok Sabha seat is a Congress stronghold. Despite the RSS being headquartered here since 1925, the BJP could win the seat only once and that too because the candidate that time had a Congress background. People of this city are of secular mindset may be because Mahatma Gandhi was a major influence when he stayed in nearby Sewagram. So there is no reason for the party to worry about saving the seat. I am ready to face any challenge in the next election. I have always fought tough elections and won them.

Q: Will your new role be an advantage for the city you represent in Lok Sabha?
A: I certainly hope so. An important position in the party will help me in better access to the government and get things done. My priority for the city is to get the survey work for city's Metro rail network completed by 2014. Sridharan of New Delhi Metro project has identified Nagpur as feasible for metro. He has said in a recent report that all the cities with more than 20 lakh population should go in for metro rail for mass public transport. I have been pleading for last several years for decongestion of metropolitan cities like New Delhi and Mumbai by shifting headquarters of PSUs from there to cities like Nagpur.

I will also actively pursue with new railway minister Dinesh Trivedi on development of Ajni railway station as world class and on building a new railway overbridge at Ajni to replace the century old rickety one that exists. Mihan, of course, needs a lot of attention. Unless Shivangaon rehabilitation package with funds to back it is in place, the project cannot move ahead.



Following SC nod, MCI all set for common med exam

Now it is official. The common medical entrance exam will be conducted by the Medical Council of India from next year. The test will be called National Eligibility-cum-Entrance Test (NEET) and its core syllabus has been uploaded on the MCI website.


The council is now seeking feedback via e-mail (neet-ug@mciindia.org) till August 11 from the people in general. According to the MCI, the core syllabus of NEET has been prepared by the National Council of Educational Research and Training (NCERT), comprising physics, biology and chemistry.


On physics syllabus, the MCI says, "due care has been taken that it is not heavy and at the same time it is comparable to international standards. The syllabus provides logical sequencing of the subject matter with proper placement of concepts with their linkages for better understanding."


On chemistry syllabus, the MCI says, "the course is self-contained and broadly covers fundamental concepts of chemistry. An attempt has been made to see discipline of chemistry does not remain only the science of facts but becomes related to modern applications in the world around us."


The matter was pending in the Supreme Court, but on Monday it gave the final nod to MCI for conducting the exam from 2012. ADN Rao, legal counsel for a student in the case, said, "The final decision given by the Supreme Court is the best one possible. Students are being made to give dozens of exams which would now change. There is no question of anyone appealing against this decision at all. It is final."


Chandrakant Satija, regional director of a national coaching institute, went through the NEET syllabus and found that it was almost similar to the CBSE study material for std XI and XII. "After studying it in detail I would say there is hardly 5% difference between NEET and CBSE syllabus, and that too only in certain units of physics. But if you compare the NEET syllabus with Maharashtra state board then the difference is about 50% across all subjects," said Satija.


In the city, students who are taking coaching for the state's premedical test, MHT-CET, find themselves at the crossroads. Anshu Jaiswal, a student, said, "I was not sure which exam I should prepare for at all. I finally went in for MHT-CET. But with this news coming in I wonder if the state's exam will be scrapped. Also, I would now have to re-enrol at some other coaching centre."


Though the Maharashtra government has still not made its stand clear on the MHT-CET, legal counsel Rao feels states will have no option but to do away with their respective tests. "I am not sure how that part will be worked out but these other tests will be redundant," said Rao.




Circulate expert report on abandoned mines in state: HC to govt

Taking serious cognizance of the illegal mining that continues unabated in the state, the Nagpur bench of the Bombay high court on Monday directed the Maharashtra government to circulate a report prepared by an expert slamming the concerned authorities for their failure to replant or refill the abandoned mines to the offices of deputy director, district mining department and all state collectors within four weeks. These offices have been directed to ensure that as per the provisions of mining rules and under relevant laws, the mines are not abandoned, unclaimed or unattended.

A division bench comprising justices Bhushan Dharmadhikari and Pramod Kode also asked the respective collectors to prepare a list of mine owners or their families or partners to find out whether they indulged in illegal activities in any of the unclaimed or abandoned mines. They were granted eight weeks to respond with the appropriate statements.

The court's stern directives remarks came while hearing a PIL filed by social worker Umesh Chaube and three others against illegal mining in Khapa forest near Nagpur. Anand Parchure and Srikant Khandalkar appeared for the petitioners.

The report was drafted by the Centre for Environmental Management of Degraded Ecosystems (CEMDE, India) director CR Babu who had suggested steps to deal with the problems of unattended or abandoned mines as per the provisions of the Maharashtra Land Revenue Code. He advised on how such mines should be replanted or filled up by the grass or shrubs to avoid further deterioration.

Babu, also a former vice-chancellor of Delhi University, was asked by the court to help the government in maintaining the ecological balance in the region as illegal mining had led to vanishing of trees and grass in the area.

Earlier, the judges rejected government pleader Nitin Sambre's argument after he pointed out defects in Babu's report. He sought more time to chalk out an action plan according to the expert's suggestions. The court observed that those who earlier operated abandoned mines might have shifted to other sites while continuing with the same activities. The respondents have been directed to look into this aspect to avoid recurrences.

During last hearing, the judges blasted the government over its miserable failure to contain illegal mining and also felling of trees. They stated in some terse words that unless and until the respondents took serious steps, it was apparent that neither illegal mining nor felling of tress could be prohibited.

The petitioners had contended that illicit felling of trees was brazenly going on for excavation work from the area earmarked as Zudpi Jungle in Mouza Mahurzari. The felling damaged the approach road. Over 22,400 trees were planted in the area by the social forestry department in 1991-92, but due to illegal mining, not a single one is left. Along with his petition, the petitioner also attached copies of TOI reports.

Nagpur mayor on road to check potholes

Mayor Archana Dehankar finally woke up to problems of huge potholes, rough patches and slushy stretches on city roads. Taking cognizance of recent TOI report that exposed how after only a few monsoon showers, potholes had resurfaced on internal and arterial roads, Dehankar conducted a survey of the roads in her new Honda City car along with NMC officials.

TOI had recently reported on pathetic condition of roads from University Square to Akashwani Square, Pratap Nagar to Somalwar, Khamla Square, Old Bhandara Road-Umred Road to Chhota Tajbagh, Ring Road (Chhatrapati Square to Mhalgi Nagar), Mokshadham to Cotton market, Hudkeshwar Road and the road opposite the Ganeshpeth bus stand.

Disappointed with NMC officials who failed to maintain roads and streetlights properly, Dehankar directed executive engineer R N Hotwani to initiate immediate steps to fill up the potholes on roads belonging to NMC. She also instructed the officials to ensure that citizens were provided all the basic services.

Dehankar told TOI,"I have directed NMC officials and other agencies to at least fill up the potholes temporarily. Due to monsoon, we cannot repair potholes and patches on tar roads. However, that does not stop us from providing temporary relief to the citizen. I have also directed the officials to resolve other issues like cleanliness on roads, upkeep of streetlights etc."

Dehankar also directed that notices be issued to other agencies like NIT, PWD and NHAI for filling up potholes on roads maintained by them. A high level meeting, especially to address the problems of roads in city will be held on July 28 at 3 pm, she said.

The mayor also asked officials to send notices to contractor responsible for the bad road between Bhande Plot to Chhota Tajbagh that was constructed just a few months back and has been washed away. Action will also be initiated against the official who was supposed to have checked the quality and pass the bills, she said.

No admissions in OTPT school this year

Maharashtra University of Health Sciences (MUHS) has disaffiliated many colleges and courses for the current session for not having proper infrastructure and adequate staff. These include the physiotherapy and nursing courses at the Government Medical College and Hospital (GMCH). MUHS took this step to improve the standard of medical education in the state.

The Physiotherapy School and Centre at the Government Medical College and Hospital (GMCH), the only OTPT government college in Maharashtra, has long been demanding upgradation of posts and sent a proposal to Directorate of Medical Education and Research (DMER). Yet, the school has a serious shortage of teaching staff. Insiders fear the school may be shut down soon due to these long standing deficiencies.

"All colleges with less than 60% of required number of teachers have suffered this fate. More than hundred colleges and courses were in the list, including some departments of GS Medical College attached to KEM Hospital, Lokmanya Tilak Municipal Medical College at Sion, and Topiwala National Medical College at Nair Hospital. Many colleges have acted quickly and were subsequently affiliated again," said MUHS vice chancellor Arun Jamkar.

The university had conducted surprise visits to many colleges in April and May. The disaffiliation have been based on observations and information collected during these visits. The VC said he got several mails from students complaining about the college and the way classes are conducted. Since so many colleges have lost their affiliations, he suggested students should confirm affiliation status of the colleges they seek admission to.

No admissions have taken place in either physiotherapy or occupational therapy courses for this academic year so far. Ever since the school came into being in 1968, the designations have not been upgraded. Both departments are still headed by superintendents instead of HODs. Despite the teaching staff being qualified, they still hold posts of lecturers and not of professors or assistant professors.

"We have forwarded our proposal to DMER, which has forwarded it to the state government. In the first round of admissions, most students would opt for MBBS. This kind of uncertainty happens every year. We are sure the seats would be filled in the second round of admissions by the end of August," said Dr PP Ukey, superintendent of occupational therapy department.

DMER acting director Dr Pravin Shingare concurred. "Though no admissions have taken place in the first round, we are making efforts towards filling up the seats in the second round. There are some discrepancies and as soon as they are sorted out, admissions would resume," he said.

In 2003, a similar situation had arisen with MUHS deciding to withhold admissions to schools. After students agitated and the government intervened, admissions were resumed the next year. Back then, the government had assured the university that they would act fast to solve the problems.

"For more than a decade now, the creation of relevant posts and conversion of others are pending. It seems the government has not even considered the proposals. The affiliation has been awarded by MUHS due to consideration of the government assurances. Looking at the strict stance of the university now, it seems the school would have to be shut down," said a source from GMCH.

The undergraduate admissions have not been allowed right now. Next month, the admissions to post graduate courses may also be affected, forcing a closure of the school, fear insiders.

Failed bid to loot petrol pump

Two unidentified youths tried to loot a petrol pump on Sunday in Badnera. The youths, in the age-group of 20 to 25 years, came to the petrol pump on their bike (MH-30-U-9698), filled petrol in their bike and gave a Rs 500 note. When the petrol pump employee was returning the remaining amount, one of them tried to snatch the bundle of notes. But he failed to do so. Sensing trouble both fled from the spot in a hurry but left their bike. The petrol pump staff chased the duo but failed to catch them. They informed Badnera police who came with the dog squad but to no avail. Police have registered offences against two the youths.

Soldier dies of heart attack: A 40-year-old soldier Lala Chitawe hailing from Kutanga village in Dharni tehsil of Amravati district died of heart attack. He was attached to Bihar Battalion. He was sent to Raipur for a training camp, During the training he suffered a heart attack on Saturday night and breathed his last during treatment at Dr Babasaheb Ambedkar Medical College, Raipur. His body was taken to Dharni on Monday and last rites were conducted in the presence of government officials.

State-level science exhibition ends: The three-day state level Inspire Award science exhibition concluded here on Monday. Around 1,112 models were displayed at the exhibition held at Hanuman Vyayam Prasarak Mandal. Young brains displayed their creativity through various models based on technology, environment etc. A sprinkler run on solar power, developed by Ganesh Sapkal of Nagpur, was widely appreciated. Another model which earned the compliments of visitors was a water rocket created by Anchal Shringare of Nagpur.

VHP protests against communal violence Bill

The Vishwa Hindu Parishad and its allied Sangh Parivar organisations on Monday alleged that the proposed Bill on prevention of communal violence was loaded against majority Hindu community and was just another minority appeasement measure by the UPA government.

At the sit-in (dharna) staged at Variety Square, speakers including Dilip Gupta, chief of RSS' city unit, Subodh Acharya of the Bajrang Dal, Amol Thakre of the VHP, Bunty Kukde of Bharatiya Janata Yuva Morcha, Shakeel Patel of Rashtriya Muslim Manch and Aruna Sathe of Rashtriya Sevika Sangh spoke on the occasion. Hemant Jambhekar, vice-president of VHP Vidarbha unit presided over the function.

RSS city unit chief Dilip Gupta said that the proposed Bill which is to come up in parliament session next month, would only create wider rift between communities and bring them at loggerheads destroying peace and harmony that now exists.

The speakers said that the provisions in the Bill were based on the premise that the majority community is always the aggressor and the minority always a victim. There are several draconian clauses like extending the chargesheet period to 180 days during which suspects could be kept under custody, a separate agency to investigate and prosecute incidents of communal incidents and powers to the agency to attach property of the accused and if proven, guilty proceeds from those assets to be used for rehabilitation of riot victims.

Speakers claimed that the Bill was biased against Hindus and it was time to protest against it effectively to check the government from bringing in the legislation. They also alleged that it was part of the UPA government's policy of appeasing minority communities. It would not be applicable in Jammu and Kashmir and to riots where communities other than Hindus are involved, they said.

With Pawar, Mahagenco arguments don't wash

Power generation company Mahagenco's efforts to stop use of washed coal has come a cropper. Deputy chief minister Ajit Pawar, who holds the power portfolio, has concurred with the claims of the washery operators and decided to continue with use of washed coal.

Mahagenco was contemplating discontinuing use of washed coal due to extremely poor quality. In addition, several cases of irregularities had come to light in washing operations.

Coal is washed to reduce rocks, minerals and other contaminants. Ideally, the calorific value of washed coal should be higher and ash content lower. However, due to poor quality of washed coal, the very purpose of washing was being defeated. The generation company was unnecessarily incurring heavy expenditure on getting coal washed while not deriving any benefit.

In the meeting held on Monday, seven washery operators claimed that they were getting poor quality coal from Western Coalfields Limited (WCL) and that was severely affecting the quality of washed coal.

Mahagenco sources said that when Pawar asked WCL to supply good quality coal, the mining company officials protested and asked him to direct Mahagenco to check the quality of coal supplied by it. The operators then urged Pawar to appoint an independent agency to check the quality of coal supplied by WCL to them so there were no disputes in the future.

Pawar agreed to this demand and directed Mahagenco to initiate the process for appointment of such agencies.

He also resolved the contentious issue of penalty levied on washeries pertaining to coal rejected by Mahagenco. The generation company calculates the sale price of the rejected coal at par with coal rejected in its coal mills. The operators contended that the quality of their reject coal was far better and it was unjust to calculate the penalty on the basis of mill rejected coal.

The DCM directed Mahagenco and operators to work out a scientific method to determine the price of rejected washed coal. Later, Mahagenco officials discussed the modalities for floating fresh tenders for washed coal. The fuel supply agreement (FSA) with WCL and other mining companies also came up for discussion.

Nagpur: Engineering student held on rape charges

City police have arrested a 21-year-old engineering student of information technology stream after a married woman from the neighbourhood accused him of rape on Sunday.

Amol Mendhe, the son of a supervisor in the agricultural department, allegedly raped Meenu (name changed) at knifepoint in her residence at Bhilgaon.

The culprit had once helped Meenu but started making advances later, which were rebuffed, leading to the rape.

Mendhe sneaked into the house when Meenu's husband Kumar, who is a civil contractor, was not at home. Police said Kumar had been recently released from jail a fortnight ago. He was jailed after attacking Mendhe with a sharp weapon in April. Police had slapped charges of attempt to murder against Kumar. This was the second time Kumar had been booked for roughing up Mendhe.

Police sources quoted Meenu as saying that Mendhe had developed an interest in her after he helped her once. Meenu and Kumar had a love marriage around four years ago. She left home one night with only some cash and belongings after a tiff with Kumar. She met Mendhe on the way and requested him to help her reach her parents' place at Indora. Later, she asked him to take her to a girls' hostel instead. Mendhe took her to a girls' hostel at Ravi Nagar and helped her get enrolled there.

Meenu says she realized her folly a couple of days later and asked husband to take her home. The couple had patched up after the incident.

However, Mendhe started making advances towards her. Police said he would frequently try to get close to Meenu and even sent her love letters. Meenu initially tried to avoid disclosing the matter to her husband, but Kumar sensed Mendhe's interest towards Meenu. He decided to teach Mendhe a lesson and stabbed him, but was sent to jail after Mendhe complained to the police.

Mendhe fled after he forcing himself upon Meenu. She approached Yashodhara Nagar police station along with a neighbour. The police were initially reluctant to take a complaint but her persistence left them with no options.

A senior officer said that, considering the circumstances, police will have to verify the incident before taking action against the culprit. A source at Yashodhara Nagar police station said Mendhe alleged he was being framed by the couple as revenge for complaining to police against Kumar in the past.

Mendhe was placed under arrest and produced in court. He has been remanded till July 27.

There is an air of despair at the residence of the Pandit family. "I lost a two-year-old son earlier. I hesitated to have another child since I am haunted by the trauma of his death. But I am facing the same situation again," says Mukta Pandit, mother of 11-month-old Amogh, who is one of the unfortunate few affected by a fatal disease.


Amogh is suffering from the Wiskott-Aldrich syndrome, which affects four in a million births. The family had lost their first son, Varad, two years back to the same rare disease. It was too late by the time the Pandit family could make any attempts to save him.


Mukta got herself tested to rule out the possibility of transferring or a genetic predisposition of the disease to her second child. However, much to the woe of the Pandits, Amogh showed the same symptoms of Wiskott-Aldrich within two months of birth.


They approached Apollo Hospital in Chennai where the total medical expense amounts to Rs 30 lakh approximately, as stem cell transplantation is the only option. The family is resolute in its fight to save Amogh, but is being held back by a financial crunch.


Amogh's father Shantanu Pandit, a financial adviser, said, "I will be selling all our assets to collect the funds, but cost of treatment is still too high. Every parent knows how it feels to lose their child and I want to reach out to people because this is a genuine request to all that we have been through a lot."


"Many times due to the problem of eczema he bleeds profusely, we have to constantly check his platelet counts or he may die within hours. We are inviting people to understand our condition and help us give our son a new life," he added.


Amogh's treatment is scheduled for mid-September and this time the family has also found a suitable donor for him, but the high medical expenses have burdened them.


Paediatrician Dr Milind Mandlik told TOI, "The earlier he gets cured the better it is. If he develops an infection or if there is internal bleeding, it may become difficult to treat him. If the stem cell transplant is successful then the problem should never recur all through his life."


Shantanu said that many people have empathized with their plight and volunteered to provide financial assistance. Any monetary help can be extended in the form of a cheque to APOLLO SPECIALITY HOSPITAL - AMOGH 197048.

SC directs Nagpur bench to rehear plea against 85 NU colleges

The Nagpur bench of the Bombay high court will again have to hear the petition regarding alleged irregularities by Nagpur University officials while allowing students of nearly 85 colleges to appear for the annual exams (2006-07 and 2007-08 sessions) even as they failed to complete the norm of 180 mandatory teaching days in an academic year as per the Maharashtra Universities Act, 1994.


Hearing a special leave petition (SLP) filed by Kohchade scam convict Sunil Mishra, the Supreme Court on Monday directed the Nagpur bench to hear and decide his plea at the earliest. A division bench of the apex court comprising justices RV Raveendran and AK Patnaik also repealed a fine of Rs 10,000 levied on him by the Nagpur bench on November 25 last year for not revealing facts.


During the last hearing, the apex court had issued a notice to chancellor-cum-governor K Sankaranarayanan asking him as to why the matter should not be remanded for decision on merit. Prashant Bhushan, Sumeet Sharma and Bhanoo Sood were counsels for the petitioner.


The petitioner contended that as per section 82 (1) of the MU Act, the management seeking permission to open a new college shall apply to the university's registrar before the last day of October of any year, if they want to start it from the new academic year in July. They also had to seek permission from the state government before applying for an affiliation from the university as prescribed in section 83. Moreover, section 84 (6) specifically states that no student shall be admitted by the college unless the first time affiliation is granted by the university.


The 85 colleges, including engineering, admitted students after getting affiliation from NU as late as January 2007. They applied for permission for their students to appear in the summer examinations that started in March 2007. They also submitted exam forms of students. However, the controller of examination (CoE) refused to accept them citing non-compliance of the mandatory 180 days required to be completed in an academic year.


The college managements led by many high-profile politicians approached former vice chancellor SN Pathan and exerted pressure after which he convened a meeting of the board of examinations (BoE) and passed a resolution in March 2007 granting them relief.


On July 23, 2007, the petitioner filed a police complaint claiming that the NU violated provisions of law and granted bogus degrees to students. After getting no response, Mishra approached the chancellor's office in Mumbai with his pleas. He claimed that many top-rung engineering colleges have been involved in the said scam and CBI had even conducted raids on a couple of them.


After failing to get any response, he finally moved the HC praying action against the colleges.

The Sambalpur University Act was passed by the Orissa Legislature on 10th December, 1966 to fulfill long cherished dream of the people of Western Orissa for establishment of a University. The University started functioning from 1st January, 1967 with Prof.Parsuram Mishra as the first Vice-Chancellor. The University was inaugurated on 4th January, 1967 by Hon’ble Chancellor A.N.Khosla. The University started functioning in 1967 in a rented private building at Dhanupali, Sambalpur and in Government building at Ainthapali, Sambalpur from 1968 - 72. In the year 1973 the University was shifted to the present campus named Jyoti Vihar at Burla.
